I suppose I should say the feeds appear to be back, but two services I've tried to connect to the feeds (IFTTT and Feedly) are reporting errors retrieving the feeds.

I've done Apex that updates a key field that is then used by Workflow to trigger the email. Different limit on emails sent by Workflow, so that might buy you some time.
